Programme 1 – Officer and Member Capacity Building
The aim of this programme of work is to ensure that all councils have access to the information, guidance, advice and formal training they need to make a successful and efficient transition to sustainable waste management.
What did we set out to achieve?
- Deliver and promote information, guidance and advice so that 75% of councils in the south east and 50% of councils in England report at least one of the following benefits:
- better informed
- saved time
- identified areas for improvement or efficiency
- improved service
- saved money
- Deliver measurable improvements and efficiencies, with a target of £2m cashable plus £2m non-cashable savings annually
- Create a structure which can deliver sector-led support (councils taking collective responsibility for setting standards and achieving them) into the future.
What have we achieved so far?
- Over 85% of local authorities in England have at least one registered subscriber of The Waste Improvement Network (www.win.org.uk)
- The Waste and Recycling Officer Mentoring Scheme (WROMS) online seminars have enabled over 200 officers to share knowledge electronically making over £20,000 of cashable savings on transport costs
- WIN’s Documents and Reports Service – a bespoke ‘document finding’ service that shares established policies, strategies and reports between authorities providing significant cashable savings
- WIN’s Waste Services Benchmark – a free online service that enables councils to identify areas for improvement and efficiencies in their authorities and provide information and advice to facilitate change and savings
