
This project is all about sustainable development. It is working towards improving the quality of life for residents and businesses by exploring whether local services are accessible and sufficient to meet community needs.
It will achieve this by examining housing, employment and population growth patterns and reviewing their effect on public infrastructure provision, to determine future levels of investment and identify deficits in provision.
• Examine the effects of housing, employment, economic and population growth patterns on infrastructure in the context of South East Plan.
• Develop costed strategic infrastructure schedules at county and local levels.
• Encourage the use of the strategic infrastructure schedules beyond local authorities.
• Shape Surrey for any future policy introduction of a Community Infrastructure Levy.
• Develop the ability of Councillors and officers to deliver services that reflect local community needs.
• Reduce risk and thereby reduce the economic cost of the non-delivery of infrastructure.
• Provide better access to strategic support for Surrey authorities.
• Enhance the capacity/skill set of key Surrey officers to help deliver growth needs.
• Established governance structure with a wide ranging partner base, to ensure joined up working; Project Board, Key Infrastructure/Service Providers Group and Surrey Infrastructure Forum. These groups involve all 12 Surrey authorities, key infrastructure providers (transport, utilities, education and health) and other interested stakeholders (the voluntary sector, community services and business).
• Completed County-wide strategic infrastructure audit, to assess what infrastructure is needed to deliver the growth levels projected in the South East Plan (Regional Spatial Strategy) and to identify deficits in current provision.
• Developed costed infrastructure schedules and county heat maps. These and the County-wide strategic infrastructure audit aim to ensure that the needs of Surrey are transparent and that efficiencies are maximised where possible through joined up working.
• Support provided to key government initiatives, such as Total Place, Total Capital and the HCA Single Conversation, plus input into Surrey’s Sustainable Community Strategy, South East Strategy and Gatwick Diamond sub regional spatial and economic strategy.
• Work is ongoing to support local authorities in developing district level infrastructure schedules.
Work is ongoing with Districts and Boroughs across Surrey to support them in the development of their local infrastructure schedules. This will be followed by training officers and Members on infrastructure planning and further sharing the project model across the region.
